The Netherlands Might Not Meet Electricity Demand by 2030
The grid operator's annual supply security report now sees the Netherlands missing the official supply standard from 2030, a few years sooner than earlier forecasts. It is calling for urgent measures.
The Netherlands could face structural electricity shortages from 2030, several years earlier than previously expected, the country's high-voltage grid operator TenneT warned in its annual supply security report on Wednesday. In all the scenarios TenneT examined, demand for electricity exceeds what can be supplied for more than the four hours per year that the country's own supply standard allows.

A four-hour standard, exceeded
The Netherlands uses a “supply security norm” of an average of no more than four hours of electricity shortage per year. In the new Monitor Voorzieningszekerheid 2026, an annual report TenneT writes for the Ministry of Economic Affairs and Climate, that line is crossed from 2030 in every scenario. In 2028 the picture is mixed, with expected outages between 0.7 and 4.5 hours per year depending on the assumed demand. From 2030 onward, the report says, the country is on track for a “structural” overshoot of the norm.
After 2030, the situation worsens quickly. Expected shortage figures rise to between 37 and 46 hours per year in 2035, according to TenneT’s scenarios. To stay within the norm in 2030, the country would need around 0.4 gigawatts (GW) of extra controllable capacity, rising to as much as 3.7 GW if surrounding countries fail to act.
For context, the Netherlands’ electricity supply has historically been extraordinarily reliable, with availability of about 99.99963 percent. The 2026 monitor effectively tells the government that, without intervention, that reputation cannot be taken for granted in the next decade.
Why the gap is opening up
The diagnosis is straightforward. The Dutch (and European) economy is electrifying fast: industry, transport, heating and household appliances are all running more on electricity. At the same time, the supply side is shrinking: coal-fired power can no longer be used in the Netherlands after 2030, and a number of gas-fired plants are expected to close for economic or technical reasons in the Netherlands and across Europe.
Solar and wind are growing strongly, but their output depends on the weather, and storage batteries and demand-side flexibility are still being built out. The combination, TenneT says, means there will be more hours each year when demand is high and weather-dependent supply is low.
What TenneT wants the government to do
The report calls for urgent action and recommends starting work on a so-called capacity mechanism, a system that pays back-up power plants, batteries or flexible large consumers to be available at moments when the market alone is not enough. TenneT also wants more demand response (in which large users adjust their consumption when the grid is tight), more investment in medium- and long-term energy storage, and more cooperation with neighbouring countries on cross-border power flows.
The Dutch competition authority ACM has separately warned that the design of any capacity mechanism is “complex” and that unwanted side effects, such as subsidising fossil capacity, can never be fully avoided. Good preparation and lessons from other European countries, ACM says, are essential.
Already visible problems
The warnings echo problems that are already familiar in parts of the country. Around Rotterdam’s port, companies are switching to electricity faster than grid operators can build new cables, and in several provinces businesses face long waiting lists to expand or connect new electricity capacity. The Dutch grid congestion (netcongestie) crisis is already costing households and businesses time and money, and the new TenneT report ties that local picture to a national one.
A wider energy and resilience debate
The TenneT report lands at a moment when the cabinet is already trying to push businesses and households to prepare for prolonged power outages and cyberattacks, through the broader Denk Vooruit campaign, and is preparing further household support measures for 2027 as energy and fuel prices stay high. Across Europe, recent incidents, including an attempted attack on the Berlin power grid earlier this year and ongoing concerns over cyber threats and physical sabotage, have made supply security a more pressing political topic.
For now, the cabinet has not announced a concrete response to the new TenneT figures. The grid operator’s headline message, however, is that, given the long lead times of power plants, batteries and grid investments, decisions taken (or not taken) in the next year or two will largely determine whether the four-hour norm survives the decade.
